CHESTER CRANDELL |
CRANDELL is a fifth
generation native rural Arizonan. The senator worked in the field of
education for 30-years as both an instructor and as Superintendent
of the Northern Arizona Vocational Institute of Technology. Senator
Crandell holds a Bachelor’s degree in Agriculture Education from the
University of Arizona and a Masters of Education Leadership from
Northern Arizona University. Prior to his election last month to the
Arizona State Senate, he was a member of the Arizona House of
Representatives, and served on Committees dealing with Agriculture
and Water, Education and Environment. He also served as Co-Chair of
the House Committee on Arizona Forests Restoration Management.
Elected to the Arizona State Senate earlier this month, Senator
Crandell will Chair the Senate Committee on Public Safety. He is the
author of the state-wide proposition 120 addressing State
sovereignty, and is a noted leader in the fight to secure state
sovereignty, as well as standing against Agenda-21. Senator Crandell
just chaired, along with three colleagues, a forum bringing Tea
Party leaders, as well as elected leaders from across Arizona, to
the capitol for a briefing on the evils of Agenda-21. Senator
Crandell, and his wife Alice, have been married 44-years! They have
9-children and 26-grandchildren. |

Lyle Rapacki earned a Bachelor’s Degree in Political Science and a
Master’s Degree in Counseling from Northern Arizona University and
his Doctorate from Clayton College of Natural Medicine specializing
in the treatment of psychological disorders with natural medicine.
He enjoyed a 20-year private practice. Approximately one-half of his
practice case-load was delegated to Behavioral Forensic Profiling
and Threat Assessments, and he earned a Post-Doctorate Diplomate in
Forensic Counseling. A former police officer, Dr. Rapacki assisted
law enforcement from 1985 - 1991 regionally and nationally with
intelligence analysis and investigations of deviant movement groups
and taught at law enforcement academies nationwide. From 2000 to
2005, Dr. Rapacki taught in the Criminal Justice Department at
Wayland Baptist University Phoenix campus. He briefly held the
position of Director for the Public Safety Administration, Homeland
Security and Crisis Management Programs at Grand Canyon University
in Phoenix, Arizona in 2008. |

In 1986, Lyle began consulting with national ministries providing
Protective Intelligence and Threat Assessment, as well as behavioral
tendencies of crowds when ministry executives appeared at special or
highly attended venues. He has conducted Crisis/Risk Assessment for
churches and trained Crisis Response Teams. Lyle was Director of
Security and Campus Safety for his church in Phoenix for seven
years, and helped coordinate Dignitary Protection for Phoenix First
Assembly Church in Phoenix for eight years. He has been lead agent
in several high profile protection details. |

Dr. Rapacki continues to receive, analyze and disseminate critical
intelligence and policy information from and to law enforcement,
intelligence and governmental communities. He is the author of
dozens of white papers, bulletins and briefings, many of which have
received distribution to and by local, state and federal law
enforcement, intelligence and public safety agencies. He is also a
noted expert in crowd analysis and crowd-based-threat detection, and
frequently is called on to share his expertise with public and
private safety and security organizations. |

Lyle has received formal training as a First Responder, Crisis Team
Coordinator and Trauma Debriefing. He has completed classroom
training in Emergency First Response to Terrorism instructed by the
Director of Arizona Homeland Security, and attends additional
trainings sponsored by law enforcement in counter-terrorism. Dr.
Rapacki has completed primary and advanced training in information
gathering and detection of deception at the Laboratory for
Scientific Interrogation (LSI/SCAN Course). He holds CPR, AED and
Basic First Aid Certifications; he is Arizona Department of Public
Safety certified to carry a concealed weapon, has been a licensed
private investigator and retained an FBI fingerprint clearance. Lyle
also is a
TASER International
Certified Instructor. |

Additional formal classroom and field training were undertaken in
the discipline of Protection of High Visibility Individuals and
others vulnerable to targeted violence; including, but not limited
to: Tactical and Close-in Protection; Counter Assault measures;
Operational and Logistical Techniques for Protective Details;
Tactical Team shooting, and Protective Intelligence including
schooling associated with the Exceptional Case Study Project in July
1998, conducted by The United States Secret Service. |

Dr. Rapacki is a member of
ASIS International
the world’s leading security practitioner organization and served as
Membership Chair for Arizona from 2005-2009. He is an associate
member of the International Foundation
for Protective Officers,
and
The FBI InfraGard
– Arizona, and
THE ASSOCIATION FOR INTELLIGENCE OFFICERS. |
