About
James
JAMES A. OTTO, ESQ.
has been a licensed and practicing attorney at law since
1989. He is married to Daisy Otto, who is a registered
nurse. They have two children, James, Jr. and Alexandra.
In 1976, he graduated from St. Mary’s College in Moraga,
California with a Bachelor of Science degree in Psychology.
He served as an Officer in the United States Marine Corp.
from 1976 to 1980.
In 1981, Mr. Otto earned a Masters of Business
Administration (M.B.A.) with an emphasis in finance, from
National University in San Diego, California. He practiced
financial analysis throughout Asia before returning to the
United States in 1984. While preparing to enter law school,
Jim Otto worked for Dillingham Construction Company in
Pleasanton, California as a database manger. He created
database software to be placed on job sites (such as the
Golden Gate Bridge restructuring and the BART project) to
assist in the management of the projects.
In 1986, Mr. Otto entered Southwestern School of Law in Los
Angeles, California. He graduated in 1989 becoming a member
of the California State Bar licensed to practice in federal
and state courts. Over the past 24 years, he handled over
1,000 cases acquiring extensive experience in litigation in
various areas such as accounting, appeals, business,
corporations, employment practices, financing, housing,
personal injuries, mediation, and trials. From 1996 to 2003,
Mr. Otto worked for the California Department of Fair
Employment and Housing prosecuting violators of California’s
civil rights laws in both employment and housing.
In 2003, Mr. Otto opened his own law office in Northridge,
California, and since then has emphasized cases involving
civil rights and the Fair Employment and Housing Act.
Presently, Mr. Otto is developing new legal theories to
protect American workers and green card holders from
national origin discrimination.

What is it about December 7th? In 1942, the U.S. was
invaded by foreign forces bent on destroying the
U.S. military might. To day, 70 years later
to-the-day, the U.S leadership has laid the ground
work for the largest invasion on to the U.S.
mainland by foreigners in our history.

On December 7, 2011, Secretary of State Hillary
Clinton, through the U.S. Embassy in India,
announced that the State Department has authorized
the U.S embassy to allow the admission of a
limitless number of foreign workers into the U.S. to
take jobs that millions of unemployed Americans
could and would do. |

The practical implications of the State Department’s
conduct is that every U.S employer can now hire as
many foreign workers as they desire to replace all
American workers. Then, the U.S. taxpayer must pay
more taxes to care for the unemployed and their
children.
In a rear guard action, Senators, Dick Durbin
(D-Ill.) and Charles Grassley (R-Iowa), are
attempting to limit the harm to Americans and
American jobs by proposing to limit the number of
imported foreign workers to 50% of a company’s U.S.
workforce, the so called 50/50 rule.
We should have seen it coming. In 2010 the USAID, a
U.S. federal Agency that receives overall foreign
policy guidance from the U.S. Secretary of State,
authorized the investment of between $10 and $36
million to train several thousand Sri Lankans in
advance computer software principals in order to
compete with U.S. workers for U.S. jobs. |
