has been unabated stealing of our intellectual property

all areas of strategical and tactical clandestine

had little success in countering China's stealing of

denuclearization over the last thirty years.
Simply stated: The asymmetrical power struggle
between the world super powers, is actively working in a

The United States must now rise-up and address this
ever-changing National Security dynamic. The United
States needs to freshly evaluate and assess essential
strategic and tactical decision making for day to day,
month to month, year to year operations and diplomatic
relations. Given the greater varying outcomes of the
diplomatic "tight-rope" walk of partner (friend),
competitor (economic) and adversary (foe), the United
States must directly counter the Chinese Leaders
[Sun-Tzu type strategy] who ingeniously work this
asymmetrical strategical/tactical operations -
diplomatic relationship interplay. The Chinese Leaders
adeptly manipulate, rearrange and constantly phase "in
and out" by means of: Keeping your trusted friends close
and your enemies closer [keep a close watch on your
enemies] one way (diplomacy) or the other way (spying).
The Chinese Leaders use the Sun-Tzu type of approach in
formulating PRC's bi-lateral agreements and in
manipulating the U.N. Security Council (to serve China's
purpose in the "survival of the fittest" economic war).
Quite
importantly, the PRC Leaders "Command & Control" 30
year plans employ far reaching nefarious clandestine
tentacles that suffocate our individual 1st and 4th
amendment rights as guaranteed in the United States
Constitution. The PRC leaders offer no fair or equal
playing field under which the United States can
operate. The United Nations acts more as a "cloak" for
China's operations in these increasing and demanding
National Security matters. Diplomatic talks must be
constantly undertaken in order to critically address the
Chinese Leaders non-compliance with bilateral

the Iraq Reconstruction efforts. But China has far
outrun past U.S. National Security (2001- 2010) policies
and programs. A new U.S. National Security Strategy
must address PRC China's current insidious asymmetrical
clandestine operations, the compelling technological
threats and overall National Security economic threats
which now take place vis-a-vis in the United States and
abroad. The new U.S. National Security strategy must
artfully embrace the vast number of U.S. Companies
positioned/located in mainland China --- where certain
U.S. companies have been infiltrated or compromised in
China.

power. We must keep in mind, President Xi's major
responsibility which is to feed, clothe and take care of
the entire Chinese nation. China has 1.4 billion people
with 4 urban mega areas (Shanghai, Guangzhou, Beijing &
Shenzhen*) with a population of 20 million or more
people. The four largest U.S. cities are: NYC 8.6m, LA
4m, Chicago 2.6m and Houston 2.4 m. The Chinese Leaders
adept focus is on well-designed long-term nationalistic
"survival of the fittest" sophisticated PRC China
National Security Strategy. Since
1997, The
Chinese Communist Government long term Pandora's Confucian
Ethics** Box
is a slow and gradual tactical "nationalistic step by
step survival of the fittest" Hong
Kong infiltration approach. The PRC approach takes into
account intermittent local inhabitant push-back and
protests. This PRC Hong Kong maneuver is only a small
part of what the PRC's resolute larger comprehensive
strategic plan accomplishes.

ethics emphasizes
the virtue of austerity, hard work, team work and

the economic development to Eastern nations [China,
Korea and Japan]."
In other words, the Hong Kong political upheaval is
viewed as a small bump in the road for the long term
30-plus year strategic plan of the Chinese PRC President
Xi's Unity Of Command [& Control] Doctrine;
the PRC Leaders plans are to inter-phase the Hong Kong
financial strongholds [with Shanghai's financial
strongholds] eventually bringing Hong Kong completely
under the umbrella of the PRC Central Committee.

Similarly, keep in mind the Falun Gong
Spiritual/Religious/Cult organization has upwards of 70
million followers which is about 21% of the United
States population. As the Chinese Leaders adeptly know
how and where to spy, one would think it would be
advantageous to hide & mix amongst 70 million followers
of whom certain followers are spread all throughout the
United States.

INTRODUCTION
BRIEF MODERN CHINA HISTORY (1925 - 2019)
China today under President Xi Jinping as a
"Monolithic Unity" world-wide power is much different
than Old China under Republic Of China's leader Sun
Yat-sen (Nationalist Party of China). Old China which
existed under Sun Yat-sen was largely advancing China's
own interest without leaving a large world-wide
footprint. With the passing of China's leader Sun
Yat-sen (1925), the new Nationalist Party (Koumintang
- [KMT]) leader Chiang Kai-Shek began to face off
against the Communist Party's leader Mao ZeDong. These
two diametrically opposed leaders battled it out for
twenty three (23) years for the control of China. In
1949, Mao's Communist Chinese Army backed by the Soviet
Union's Leader, Josef Stalin, changed the destiny of
modern day China.* Stalin supported Mao's army (est.
90,000 troops) in the far Western province of Xiajing
for the invasion providing crucial food, supplies and
air transport/fuel. These essential supplies and
tactical support, helped Mao's military forces to more
swiftly move throughout the Xianjing province. Without
the food (10,000 tons of grain & foodstuffs), air
transport and fuel, the Chinese Communist troops would
have badly struggled to travel down the poorly run and
dilapidated railroad system. The Communist
Chinese troops advanced forward defeating the remaining
forces of Yulburs Khan (KMT) [escaped to Taiwan] and
Osman Batur (Eastern Turkestan Republic [ETR] -
autonomous region [Uighur Moslem population]) commander
KMT loyalist (Killed 1951).
It should be duly noted that there had been
(1949) three (3) Eastern Turkestan Republics [ETR's] in
the Xianjing Province whose leaders mysterious perished
in a plane crash. Today,
the Xianjing autonomous region is highly volatile with
the Chinese Communist Government cracking down on the
East Turkestan Islamic Movement (Uighur population).
Here we see the Uighurs being rounded up, put in
indoctrination camps, isolated, arrested and treated as
outsiders (troublemakers).
Similarly, the Koumintang (KMT) Chiang Kai-shek
forces had been worn down by a powerful dominant
Imperial Japanese force (2nd Sino-Japanese War) on
China's Eastern Seaboard with the KMT Headquarters
(Capital) established in Nanking. The Battle of Shanghai
was lost by Chiang Kai-shek which left Nanking wide open
for attack. This savage and brutal war accounted for
between 10 and 25 million Chinese civilians and over 4
million Chinese and Japanese military personnel dying
from war related violence, famine, and other causes.* During
such time (1937-1945) the KMT strategically moved their
stronghold (Anti-facist command center) from
Nanking**-East to Chunking (Chongqing)-West, located in
the Sichuan Province.
Chunking served as the KMT's capital where Chiang
Kai-shek worked with U.S. General Joseph Stillwell
(SEAC). In
1997, Chunking (Chongqing) separated from the Sichuan
Province to be its own separately run municipality to be
directly controlled by the Communist Chinese Central
Committee as is Beijing, Shanghai and Tainjin today
controlled by the Communist Chinese Central Committee. This
would be similar to the U.S. President And U.S. Congress
having direct control over New York City, Los Angeles,
Chicago and Houston. In 1997, Britain agreed with China
to transfer the entire Colony of Hong Kong with the
guarantees to preserve its systems,
freedoms [Economic Freedom] and way of life for at least
50 years (2047). Even though the transfer will occur in
2047, Hong Kong now faces a similar dilemma in that it
would be inter-phased with the Shanghai financial
district as part of the Chinese Communist Central
Committee long term strategy.
Most people today are not aware of the 1937
Massacre [Rape] Of Nanking (Capital of China) where the
Japanese Imperial Forces in a 6 week period visciously
and savagely committed mass murder and rape 12/13/1937
(2nd Sino-Japanese War). Based on the 1946 International
Military Tribunal Of The Far East 200,000 Chinese had
been killed Based on the 1947 Nanking War Crime
Tribunal about 300,000 Chinese people had been killed.
Other accounts indicated that a large amount of murder
and rape occurred after the Battle of Shanghai when the
Japanese Imperial Forces advanced from Shanghai to
Nanking.
CHIANG KAI-SHEK (KMT) FLEES TO TAIWAN (1949): At
the end of the Chinese war (1948) on mainland China, The
Chinese Nationalist Government (Koumintang (KMT) -
Chiang Kai-Shek) fled from Chunking retreating to
Taiwan. At this time, certain KMT expatriates escaped
to Northern Thailand - Hong Kong. The last Koumintang
struggle took place around (1950-51+ onwards) in
Northern Thailand/Burma (Santhikiri) supported by the
CIA. The KMT tried to secure ground in the far West of
China (Yunnan Province) to mount a comeback with General
Lee KMT, but successive attempts failed at least seven
times. The Communist Chinese army prevailed leaving
certain KMT fighters staying in Northern Thailand while
other KMT fighters moved to Taiwan or elsewhere.
Independence and freedom still holds a very strong hand
today in Taiwan (71 years later):
[2019] "Speaking to an audience at the colossal Great
Hall of the People in central Beijing, [President}
Xi again called on Taiwan's leaders to endorse the
principle that the island and mainland China are parts
of a single Chinese nation. Taiwanese
President Tsai Ing-wen has refused to make such a
concession."

ZEDONG OUSTS THE DALIA LAMA (1959): Communist
Suppression - Human Rights Violations: Dalia Lama -
Tibet Autonomous Region - Provincial Government - 2nd
Largest Province In China: The
Dalia Lama's Tibetan provincial government was
overthrown in 1958-59 by Mao's Communist Party. The
Tibetan guerilla warfare that ensued against the
Communist Chinese Army had failed. The Dalia Lama was
held up in Lhasa surrounded by thousands of supporting
protestors. The State Oracle told the Dalia Lama he
needed to flee. The Dalia Lama barely escaped with his
life to Northern India in a two week flight through the
Karpo Pass in the Himalayas (03/17/59). The CIA trained
the Dalia Lama's bodyguards (guerilla warfare tactics)
at Camp Hale, Colorado. Certain of the bodyguards
stayed behind during the escape in the mountains to
prevent the Dalia Lama from being captured & killed -
the bodyguards who stayed behind gave their lives. The
Lama Monasteries were considered BIG anti-government
strongholds (now monasteries in Tibet are [more or less]
made for tourists via a museum tour). Certain Religious
Tibetan Lamas had been replaced with pseudo PRC
political Lamas. Turncoat Lamas and Tibetan Buddhist lay
people had been infiltrated by PRC spies/agents or
kowtowed to the PRC government. Similarly, the PRC
Chinese government put up a fake heir to succeed the 14
th Dalia Lama - (Goal & Objective: Appoint the next
Dalia Lama 15th) to run Tibet's Buddhist Spiritual
Practice Chinese Communist Style.
Where
we stand today: PRC China wanted the vast resources of
Tibet Autonomous Region to help maintain its growing
commercial, industrial, agricultural and military needs.
The Dalia Lama had been a small bump in the road to move
forward with the PRC's larger strategic plan for China's
growth as we now see a larger PRC strategic plan
unfolding for Hong Kong. Thus, the PRC labeling the
Tibetan's savages, backward people and ignorant fits
quite conveniently into the Communist China's Party
indoctrination manifesto. (SEE APPENDIX B) As the Dalia
Lama indicates:
The PRC
long term goal is to "swarm Tibet with Han" Communist
Chinese peoples to gradually change Tibet's cultural,
religious and political identity. In this same
indoctrination Communist take-over vein, the PRC
"Comfortable Housing" population transfer program was
instituted in 2006. This program forced (200,000) small
traditional Tibetan village peoples and nomads to
relocate into PRC designated villages and towns as part
of the "Build A New Socialist Countryside" program. In
2011, the Chinese Communist Party announced it was
putting 20,000 Communist Party Cadres into the housing
complex.*

version of the Dalia Lama's 1959 escape sees him as
forced to flee due to the failed attempt on his part "to
maintain the serfdom in the region, under which the
majority of Tibetans were slaves leading a life of
unimaginable misery."

clashes between conservative and radical factions in all
walks of life. In the top leadership, it led to a mass purge of

of people were persecuted and suffered a wide range of

GONG MEMBERSHIP AND IMPACT: Falun Gong was established
during the Chi-Kung - QiGong boom in
China. Since 1992, The Falun Gong organization's
membership has grown to an estimated 10 - 70 million
followers. The Falun Gong has made successful deeper
inroads into China's cultural and societal norms. Even
though the Falun Gong constitute only 10 - 70 million
followers of the China's 1.4 billion population, the
Communist government 'monolithic unity' leaders want to
know and 'keep and close eye on' those Falun Gong
followers who appear to lawlessly veer away from the
Chinese Communist Government Unity Of Command & Control
Doctrine. We must ask ourselves this important National
Security question: How in 27 years has the Falun Gong's
organization grown in stature and size to 10-70 million
people?
FALUN
GONG ESTABLISHED (1992): The Taoist/Buddhist origins and
practices of the Falun Gong are more than highly suspect
[SEE FALUN GONG ORIGINS]. As such, traditional
Taoist/Buddhist spiritual/ religious foundations are
quite ambiguous and nebulous in the Falun Gong
"centuries old cultivation" practice leaving to question
the Falun Gong organization's real intent and purpose.
FALUN
GONG ORIGINS: As the whole of the Falun Gong movement
from top to bottom appears most problematic. With the
Falun Gong's current large size and scope (10 -70
million world-wide followers), it is quite difficult to
determine the breath and depth of Chinese clandestine
operations. The Falun Gong practice is not in
accordance to the traditional ontological and
epistemological foundations. The Falun Gong teachings
draw loosely from a variety of traditional Buddhist and
Taoist practices. It is quite easy to fabricate
religious/spiritual universal compassion and forbearance
(summon bonum) truths which is not so much dissimilar
from a cult. Such "Great Way" universal truths
[In Search Of Universal Peace, Harmony, Love & Natural
Health (Qi-Gong Movement/Meditation) - by purifying
one's heart to attain spiritual salvation] are quite
intuitively appealing for people to follow; and it gives
the Chinese Government a direct means to manipulate &
exploit then infiltrate the followers.
Similarly,
the Falun Gong movement has no administrators or
officials, no system of membership, and no churches
(temples) or physical places of worship.* The Falon Gong
organization does not have a structure and order (as a
common system of spiritual and religious practices)
Jesus - Pope (Peter) - Cardinals - Bishops - Priests -
Nuns (Apostles Creed) via prayer; Abraham - Mohammad -
Imans - Ayatollahs - (Profession Of Faith - Shahadah)
via prayer; Dalia Lama - Panchen Lama (Sanskrit
foundation) Buddhist Tantric Practices - Six Dharmas via
the meditation practice. We must ask ourselves this
question: Is there no better way for Chinese
clandestine operatives and collaborators to work their
tradecraft in the United States but under the religious
protections afforded by the U.S. Constitution?
INVISIBLE
CHINESE GOVERNMENT HAND: Given purges, alienation,
persecution, suppression and indoctrination are an
"means [socialism] to an end [communisim]" in Communist
China, the Communist government 'monolithic unity'
leaders "want to know" what percentage of the
population (1.4 billion today) still follow (are
directed or feel akin) to the pseudo- Old Ways -
Spiritual & Religious traditions which need to be kept
in check, neutralized or rooted out. Did the Communist
government indirectly have a indistinguishable distant
multiple invisible provincial, municipal and rural
village hands in forming and growing the Falun Gong to
expand its numbers of 10 - 70 million followers (who
would be possible Chinese government
dissenters/revolutionaries/detractors)? Today: With the
well-placed Chinese Government Intelligence networks: We
must keep in the forefront of our minds: Does anything
really get by the Chinese Communist leaders without the
leaders learning (finding out) what is going on
throughout China?

NOTE: As the Chinese government has such an insidious
invisible governing prohibition hand on factions and
fractions, the Communist leaders can choose to stop such
people like the Falun Gong [when necessary] in their
tracks. Thus, the Communist Government allowed the Falun
Gong to get off the ground for infiltration purposes.
What does that mean?
WHERE
IS THE FALUN GONG TODAY: The Falun Gong is a conduit
for exploitation and infiltration by the Chinese

say a Chinese citizen in Chicago has been arrested for
allegedly spying, including by helping recruit US
engineers, defense contractors and scientists Ji
Chaoqun, 27, is
charged with one count of knowingly acting in the U.S.
as an agent of a foreign government without prior
notification of the attorney general, a statement from
the U.S. attorney's office in Chicago said. He allegedly
worked at the direction of high-ranking intelligence
officials with the People's Republic of China and was
given the task of providing information about eight
people for possible recruitment… A
17-page criminal complaint says Ji came to the U.S. in
2013 on a student visa to study engineering at the
Illinois Institute of Technology in Chicago. He enlisted
in the U.S. Army Reserves in 2016 under a program that
allows some immigrants living in the country legally to
serve in the military if their skills could be vital to
U.S. interests.

A Chinese wind
turbine company convicted of stealing clean energy
software from a Wisconsin firm on Friday was fined $1.5
million and
given a year's probation to pay off the balance of more
than $58 million in restitution. The 2013 case has all
the trappings of international cyber-espionage: charges
that Sinovel Wind Group bribed a Serbian
man [Dejan Karabasevic, 45 (Austria)] to steal the
technology.
San Francisco lawyers for the Chinese company filed
secret documents in federal court in Madison in an
attempt to derail the prosecution. But after an 11-day
trial in January in Madison federal court, Sinovel
[China Firm] was convicted of conspiracy to commit trade
secret theft, theft of trade secrets and wire fraud. The
court found that the victim firm, formerly known as
American Superdconductor Inc., now called AMSC, suffered
losses of more than $550 million, nearly 10 times the
negotiated restitution amount…Consultants traced the
loss of the source code from the Middleton computer to
Karabasevic. Emails and electronic messages later seized
as part of the investigation showed he [Karabasevic]
had agreed to go to work for Sinovel for $1.7 million…Neither
Krabasevic nor the two Sinovel employees were ever
arrested, as they were living in countries that do not
have extradition treaties with the U.S. In announcing
the sentence, Acting Assistant U.S. Attorney General
John P. Cronan said the thefts cost AMSC $1 billion in
shareholder equity and almost 700 jobs.

United States charged a former employee, Tan
Liu, with 12 counts of stealing trade secrets from his
former employer, Rockwell Automation, Inc.
CHICAGO, IL
(2018)— The U.S Attorney's Office of Northern District
of Illinois announced Thursday a federal
jury has convicted a 30-year employee of Woodstock-Based
Dura-Bar manufacturing firm, of
stealing secret trade information while planning to move
to China to work for a competitor. According
to a release from the U.S Attorney's Office of Northern
District of Illinois, Robert O'Rourke, 59, of Lake
Geneva, Wisconsin, was convicted Monday by the jury in
U.S. District Court in Chicago on seven counts of theft
of trade secrets. The conviction was announced by John
R. Lausch, Jr., U.S. Attorney for the Northern District
of Illinois, and Jeffrey S. Sallet, Special
Agent-in-Charge of the Chicago office of the Federal
Bureau of Investigation, a release said.
The U.S.
Attorney's Office said according to evidence at trial,
O'Rourke has worked for Dura-Bar, a manufacture of
continuous cast-iron products since 1984, and his
positions included salesperson, plant metallurgist, and
quality assurance manager. Officials
said according to evidence that O'Rourke helped the
company develop business in China and other locations,
and started negotiating for several month in late 2013
to take a job with a rival firm in Jiangsu, China.
That's where, according to officials, he eventually
became Vice President.
According to a
release, trial evidence revealed O'Rourke accepted the
job offer in China in Sept. 2015, while still employed
for Dura-Bar, and gathered electronic data and documents
that belonged to the company without authorization just
two days before officially leaving Dura-Bar... Trial
evidence shows O'Rourke went to O'Hare International
Airport with the secretive information with plans to
board a flight to China, according
to a release. However, Federal
authorities intercepted O'Rourke at the airport and took
the stolen trade secrets from him before he could go to
China.
Officials said
each of O'Rourke's seven counts are punishable by up to
10 years in prison, and his sentencing is scheduled for
June 3.
